Aims and Scope of IEPCE Special Sesssion

Ethical, Legal and Social Issues, or ELSI, has been gaining wide attentions from researchers and practitioners along with the rapid development of technology in such a field as nanotechnology, information technology, nuclear technology, computer science, biotechnology, medicine, artificial intelligence (AI), robotics and brain machine interface (BMI). It has the root in the Human Genome Institute of National Institutes of Health (NIH) in USA when Dr. James Watson mentioned the term ELSI. Since then, it has been mainly delt in the research field of biotechnology then include wider range of research areas.

Today, ELSI becomes one of the major concerned areas which involves wide rage of stakeholders in such area as large science and technology, policy makers and practitioners, and general public where ethical legal and social issues are considered. This special session aims to discuss the development and implementation of ELSI. We also call on investigating wide area of social implications of technologies. Topics of interest in this special session include but are not limited to the following:

  • AI, robotics ethics.
  • Ethics of biotechnology.
  • Legal issues of technology innovation.
  • Technology for educators.
  • Multidisciplinary approach to technology innovation.
  • Multilateral collaborations of ELSI.
  • Ethics of AI controlled weapon.
  • Digital identity.

  • This Special Session is organized in collaboration with IEEE/SIT-30 (Society of Social Implications of Technology, Japan).

    Review Process and Index

    Each paper will be reviewed by at least two programme committee members, and final decisions are given by the guest editorial board based on the scores given by the reviewers of this special issue. Submissions to accepted special sessions will be 6 pages in IEEE two-column style. The page count above excludes the references.

    All papers will be reviewed by the Program Committee on the basis of technical quality, relevance to BESC 2022, originality, significance and clarity. Please note:

  • All Special Session paper submissions should use IEEE two-column style. Templates are available from http://www.ieee.org/conferences_events/conferences/publishing/templates.html.
  • All Special Session papers must be submitted electronically through the paper submission system in PDF format only.
  • Submitted papers must not substantially overlap with papers that have been published or that are simultaneously submitted to a journal or a conference with proceedings.
  • Papers must be clearly submitted in English and will be selected based on their originality, timeliness, significance, relevance, and clarity of presentation.
  • Submission of a paper should be regarded as a commitment that, should the paper be accepted, at least one of the authors will register and attend the conference to present the work.

  • All accepted papers will be included in IEEE Xplore and indexed by EI. Top-quality papers after presented in the conference will be selected for extension and publication in several special issues of international journals, e.g., World Wide Web Journal (Springer), Web Intelligence, and Social Network Analysis and Mining (Springer)
